Most cars dont even come with reflectors, I would understand it being illegal more so if you removed the third brake light. Even cars that go with aftermarket bumpers dont always carry over all refelctors etc. I dont see a cop pulling you over saying where are your reflectors. Its like how everyone says you shouldn't remove your DRL's but I haven't had a problem at all. After I disabled them I found that I noticed a lot more cars without them, some of which even being cop cars. During cloudy days or fogging mornings I would turn them on for safety sake.

usually though, other cars are designed with the reflectors built in the taillights though, and usually the taillights wrap around the side so the car can be seen at night if you are driving.

I'm pretty sure this is a safety requirement that the manufacturers have to meet to be allowed to be sold in canada.
