Exterior Modification

Not sure if anyone else noticed this. When I'm logged in, I don't see the exterior modifications section, but its there with 0 posts when I logout and am only a guest. Anyone else see this?

Could it be a permissions setting issue?
I haven't admin this specific forum software, but with some forums, it could just be a permissions setting
