black is a fairly common standard for ground (-'ve) so yes the black would likley be connected to the outer cylinder part of the cigg lighter.
as much as these things are supposed to be standard having a multimeter to check polarity or continuity between wires and contacts is invaluable. having a multi meter even one of those $10 crappy tire ones is sufficent for figuring out 99% of car wiring problems and most importantly confirming that you got the right wires and things are the right way around.

It is a lot easier that you think.
I looked at the "How To Guide Stirng" and found the Short Shifter string (http://www.mazda3forums.com/index.php?topic=56647.0). That pretty much took me to where i wanted to go. When you get to the Ash tray and Cigarette Lighter panel, It is only a little finesse and some firm pressure when you pull it out. I hard wired some interior lights in thre front foot wells (http://www2.snapfish.com/slideshow/AlbumID=155169482/PictureID=3096989524/a=73380660_73380660/t_=73380660).
Will be working on the rears today. It really doesn't take that long just need to make it look pretty.

Okay thanks
I have to replace my cigarette lighter ring because the bulb burned out or something
Are the foot well lights are on all the time when you have lights on?

I have them on all the time as soon as the ignition key is turned but they have a control switch that have three options,
1) Full on
2)flash to Music
3)Off
BTW you can skip step 2 in that short shifter string. And the get the rear of the cup holder console started you can use a flat head screwdriver inside the storage compartment while pushing towards the back of the car close to latch on the cupholder portion.
