It IS by google - unless if they got owned which I doubt. You can clearly see the domain name at which it's hosted is google.com.
You can also see a link to it from the google search page (google.ca/google.com).

Now whether it's a stupid business move....I guess it depends on the sense of humor in the person viewing it.
