It's the rear fog light. The other one of course, is the reverse tail light. Some Euro cars have it. One buddy has it on his 3 hatch activated on a separate switch he's wired. He uses it to pseudo-brake-check tailgaters. :)

Yup, as cwp_sedan said, if anyone has visited Jeff at MOT he's had one of these for a bit. He also has a smaller red speed if I recall as well.

If i'm not mistaking I don't think there are 1/18 hatches at all. I want one so bad.
