I've seen red angel eyes and now blue. I love idea but as YOTR mentioned, it's illegal. Depends how much you're willing to risk.

Really, angel eyes themselves are fairly rare, no need for blue IMO. Too risky.

cops around here dont really care about stuff like that.
like, my friend drives a jetta, and he has blue underglow on, and literally blue headlights (not 8,000k, i mean literally blue light). and he's driven past cops before, behind cops, and infront of cops, and he hasnt gotten booked once.... and its been a good month with the HID's, and a good 2 months with the underglow.
my reasoning is that if you fight the ticket, the cop doenst want to show up in court to fight a stupid $100 ticket, so they dont even bother.

haha Sam (from formula one imports at pacific mall) showed me red/blue/green angel eyes a year ago .
But this is the first time seeing them on ebay.

I can't find anything in the Ontario HTA that says that it's illegal to have blue lights as long as they aren't flashing or accompanied with red lights.
Red and blue lights to the front restricted
(14.1) (http://www.e-laws.gov.on.ca/html/statutes/french/elaws_statutes_90h08_f.htm#s62s14p1) In addition to the lighting requirements in this Part, a police department vehicle may carry lamps that cast red and blue lights, but no other motor vehicle shall carry any lamp that casts red and blue lights to the front. 2007, c. 13, s. 17 (2).
Red light in front

Flashing blue light on snow-removal equipment

Restriction on use of flashing blue light

^^ Actually the very first part you quoted restricts blue lights on the front to Police vehicles! Regardless of having flashing red lights or not.

No it doesn't. It says "red and blue lights", not "red or blue lights". Read the other parts to see how they are worded. If they mean "or" then this part is inconsistent and written incorrectly.

Agreed with Skarboro on this one... it totally wouldnt hold up in court ;) Now get them blue angel eyes on! They look hawt!

However I think it would be a 50/50 crapshoot in court, because although technically you are right that the law allows blue lights if no red lights are present, the crown would probably argue that the 'spirit of the law' is that blue lights by themselves help indicate a police/emergency vehicle - which in itself is what the law is supposed to prevent.

Anyway, it looks like you can't run blue lights in the front after all. I guess this wording still allows you to run them during the day?

I think the general consensus from those sections combined is that blue lights are still prohibited. Which is why most cops will tell you that when they pull you over. However I would be interested in someone challenging the cop with the wording from Section 14.

Not really blue angel eyes, but this guy on the mz3 forums has blue LEDs + white angel eyes in his headlights.
