Hi, i recently got my HIDs installed and had to disable my daytime running light. is this illegal in toronto?

I think it's illegal in Ontario let alone Toronto to disable a vehicles daytime running lights. Correct me if i'm wrong boys.

I can't find anything in the Ontario HTA that states that you can't disable DRLs.

My friend got pulled over for not having DRLs, but that was because his fog light bulbs burnt out.
The police officer told him that all cars newer than 1999 must have DRLs.

Transport Canada is the authority having jurisdiction when it comes to vehicles and DRL:

If you've disabled your DRL I would make sure you turn your head lights on during the day. I think you're at the mercy of a police officer if you get caught. Then again I don't think this is a high priority for them.

Excellent link! It appears to confirm that my fogs-as-DRLs keeps my car legal.
(52) A daytime running lamp may be optically combined with a front fog lamp that conforms to SAE Standard J583, Front Fog Lamps (June 1993) or to sections 3, 4.2, 4.3, 5 and 6 of ECE Regulation No. 19, Uniform Provisions Concerning the Approval of Motor Vehicle Front Fog Lamps, Revision 3 (2 March 1993).

since my low bean DTRL are currently disabled due to my HIDs, can someone recommend me to a place where they can enable my fog lights as my DTRL please! I actually installed HIDs myself..but have no clue how to enable my fogs.

Go to the sponsor's section and find McGuyver's Installation Services. He's your man. He's the one that did my install. Not the independent fog mod, but better (IMO). Retains all the stock functions but with the fogs as the DRLs instead of the headlights.

In Canada yes. However, there are states (New York for example) that do not have the DRL requirement and not all new cars there have DRLs.
