Photoshop Elements.... you can get a Wacom Bamboo tablet that includes Elements for a hundred bucks at FutureShop.... the tablet isn't huge, but the stylus is pressure sensitive, and is infintely better that using a mouse for freehand work...

Believe it or not, Photobucket has some decent effects that you can apply to your photos.

paint.net?
I've only ever used photoshop. I like it. Easy to pick up the basics but once you learn the power features your options are endless.

I agree, GIMP is awesome. It is like an amateur version of adobe photoshop, only missing functions that industry professionals need. And the price is well... $0. :)

Photoshop all the way! Like Noisy Crow I would highly suggest getting a Wacom tablet (once you have it you will never go back) and with that you can get Photoshop Elements (I forget what model Wacom you need to buy to get the "bundle", but just ask at Best Buy/Future Shop). Elements is a great starter package, it's easy to use, and you don't need a monster PC to run it (unlike CS4 which will turn your CPU into pudding).
If you are still unsure, you can just download a Photoshop trial, which lasts for 30 days and is free.

You can find the free trial of Elements here (http://www.adobe.com/products/psprelements/) (sorry I didn't add it in my last post, I forgot and I can't edit yet).

I have to be honest.. GIMP user interface is not the best and easiest to use..
Not that photoshop UI is miles ahead, but, I find Photoshop a lot easier to use.
On the other note, I'd suggest trying paint .net.

If you don't mind paying - Photoshop Elements as another memeber said with the Wacom tablet. Good thing is occassionally Adobe will have upgrades from Elements up to CS and it won't cost as much as buying CS on it's own.

Got nothing better to do? Not to be overly harsh, but that post you've cited is over a year old. I mean, I can understand if last week/last month someone posted a topic in the same vain as this current thread, but the citing you're doing (which this isn't the only thread you seem to drop links to prior threads), effectively kills forum discussions and merely makes TM3 a libary - look up only.
Back on topic again though:
GIMP is another one, though i've never used it.

Yup, rather than helping out people looking for info and pointing out prior discussions, we should insist that they wait for people to chime in on the new thread. :loco
