Try Freephoneline.ca
If really is free, and their feature list includes call forwarding... I haven't tried the call forwarding, but I have played with their VOIP services using my computer and it works great.... seriously considering switching to them (It's about a $100 to switch for the gear to switch the house phone wiring over to VOIP)...

I use iTalkBB without any issues.
You can pick up the adapter from Market Village at a store called Green Apple (or something like that) across from McDonald's for $10/month after tax. I get free long distance to anywhere in Canada, call forwarding/voicemail (can use one at a time), call display, call answer, and I believe conference calling.
I hear their customer service is kind of lacking but I haven't had to call them yet. My father in law is using them after he tried mine out and so is my aunt. No issues so far.
