Even if one accepts that oxygen permeates 3-4 times faster than nitrogen, your following statement is off-base.

Recall that "air" is roughly 78% nitrogen and 21% oxygen. So a pure nitrogen-filled balloon, while lasting longer, will not last 3-4 times longer than an air-filled one.

Balloons are made of latex anyway, so this is largely moot.
