I don't understand even a little of this. So far we only have the 2.0L SkyActiv engine. Period.
If you mean the 2.3 vs 2.5L MZR engines I have no idea.

What I mean is will this flange bolt to the 2.3L ?
Considering this is factory tuned exhaust that on the sky active gets 15% more torque and about 10% better gas mileage.

I'll save you some trouble, that won't fit in the engine bay of either the first- or second-gen Mz3. That's the reason the 2012 Skyactiv cars don't have that header either, only available in the new CX5.
All other discussions are moot unfortunately.

Sorry I was used to the 2.5 in the newer mazda3. So it seems to be 2.0 litre.
More interested in the lengths and tube size. Seems that all the headers are 4-1.

I still don't understand what you're asking.

The exhaust manifold on the SkyActive has extremely long runners.
Not sure if this can bolt onto a 2.3.
Easiest way to see is to hit the dealership and ask the parts guy to see if the gaskets line up the same way.
Now that being said, I don't know if there is enough space in the 2.3L engine bay to house the size of this manifold.

yes it gets those numbers on a sky active cx5 with 13-1 compression - mind you, the skyactive mazda 3 that we have here now do not have this manifold and it is only the CX5 that has this which is why the 3 had to run slightly lower compression. i would doubt this would fit on a 2.3 L or any other mazda 3 for the reasons regarding size, not to mention this is designed with the higher compression motor in mind so i dont even know if you would benifit from it and see the better torque or fuel mileage, and you may be better off to find an after market manifold that is designed for your vehicle.
this header and most performance headers are 4-2-1 design, with the cat after or test pipe for those who remove the cat, but if you had an older focus 2.0L zetec like i did you could have installed a 4-1 which goes directly from a "ram horn " style header into a cat or high flow test pipe, where as the svt focus of that year came from factory with a 4-2-1 header
