Center console 12v outlet not working

So as the title has stated, the 12v outlet inside the center console isn't working (NOT the one near the shifter). It used to work, even without turning the key. Now it just stopped working completely. Help?

First question I always ask when something electrical stops working: Did you check the fuse?

Do you think the dealer will fix it for free?
Is the fuse location different for these two outlets? The one near the shifter works fine though...

It's a different fuse. I've blown this before.

IIRC it's in the fuse panel in the engine not the one on the side panel drivers side.
