nope... i live in gatineau so its a bit of way for me... but my guess is whoever you saw have it on their car was either palestinian or arab israeli cause were the only ones that seem to have that particular decal

i have seen other rosery decals but none with the virgin mary in it and none outside of israel and the palestinian terroritories. I got mine when i was down there visiting family. thus the statement.
