Appropriate punishment? Or over the top ...
I'd beg to argue that it's a little bit over the top ... while it may make her look silly, it also makes the court systems look silly and immature for handing down such a sentence. This isn't the 1900's where public embarassment should be used as a punitive measure, while it says she wasn't remorseful, I don't see how holding a sign saying that she's an idiot would necessarily make her "rethink" her actions or instill this "remorse" the judicial system attempts to seek. I'd say some heavy penalties, suspended drivers license and jail time would be better than a sign.
