Winter Tire Advice for a Noob

Does Costco sell Tires on the Wheel or I should buy it separately? I checked their website but I am not sure if these prices are only for one tire or a set of tire

I dont know. I have already had steel rims. (I BOUGHT STEEL RIMS FROM COSTCO WEBSITE)
